Good in theory. In practice it just screws the other player when choosing who goes first. Out of all the games I played, I always go first - never second unless I won at rock, paper, scissors. Going second puts the other player at a disadvantage giving the player who went second one extra card and can attack on his/her turn.
I know why they implemented this rule, but there is more of a downside to who goes first than second. Like Konami always has done in the past, they never think these things through.
